Walford College’s residential provision has been rated Outstanding in all three areas inspected by Ofsted. We are incredibly pleased to have the exceptional experiences, support and achievement of our residential students recognised by OFSTED.
The Ofsted inspection of the residential provision at Herefordshire, Ludlow and North Shropshire College (HLNSC), took place in June 2026.
The inspection assessed all of the following areas as Outstanding:
- The overall experiences and progress of young people
- How well young people are helped and protected
- The effectiveness of leaders and managers
Our residential provision provides accommodation for students who study on our Land based study programmes. Ofsted highlighted the highly personalised support provided to residential learners, with assessment, target-setting and monitoring focused closely on individual needs.
The report praised the strong relationships between learners and staff, alongside the collaborative approach between residential staff, tutors, specialist teams, parents and external professionals.
Ofsted notes that this approach helps learners develop academically, socially and personally and that residential learners achieve excellent outcomes. Learners were found to make considerable progress in their social, study and independent living skills, while also achieving strong academic outcomes.
The residential community at Walford was also recognised as welcoming, vibrant and non-judgemental. Learners told inspectors that they feel safe, valued and accepted, while benefiting from supportive relationships with staff and friendships with their peers.
A strong focus on safeguarding and wellbeing
Safeguarding and learner wellbeing were identified as strengths within the residential provision.
Ofsted praised the college’s comprehensive pastoral and safeguarding systems, including access to mentoring, specialist referrals and a 24-hour counselling and advice service.
The report also recognised the expertise of the safeguarding team and the college’s commitment to research-informed training and continuous improvement.
Learners consistently reported feeling safe within the residential community and understood the importance of the college’s ‘Ready, Respectful, Safe’ values in creating an inclusive and respectful environment.
Supporting independence beyond college
Residential life at Walford offers learners more than accommodation. Learners have opportunities to develop independence, confidence and life skills through a wide range of activities both on and off campus.
The inspection highlighted opportunities including community activities, evening events and overseas experiences. One example saw learners travel to Thailand with the College, where they volunteered in a school and an elephant sanctuary.
Residential accommodation was also praised for the spacious bedrooms, well-equipped communal areas, kitchens and social spaces.
Outstanding leadership and management
Ofsted recognised the clear vision and ambition of college leaders, governors and residential staff.
The report highlighted a culture of continuous improvement, with leaders regularly reviewing performance, investing in staff development and strengthening the support available to learners. Governors were also praised for their effective oversight of the residential service and their commitment to its continued development.
The inspection found that the college’s leadership, safeguarding, pastoral support and wellbeing initiatives make a significant contribution to learners’ outstanding outcomes.
A community where learners can thrive
The Outstanding judgement reflects the commitment of the residential team to creating an environment where learners feel supported, safe and confident to develop.
From academic achievement and independent living skills to wellbeing, friendships and future aspirations, the residential provision plays an important role in preparing learners for adulthood, further education and employment.
